ОХУ-ын Ерөнхийлөгч В.Путин нь манай улсад төрийн өндөр дээд хэмжээний айлчлал хийхээр өнгөрсөн шөнө Улаанбаатарт хүрэлцэн ирлээ. Түүний айлчлалын үеэр “Дулааны III цахилгаан станцын өргөтгөл, шинэчлэлийн ажлыг таван их наяд гаруй төгрөгөөр хийж гүйцэтгэх хэлэлцээг хийнэ. Энэ мөнгөөр Францтай хамтарсан ураны төслөө амжилттай дуусгаж Атомын цахилгаан станцыг барих нь зүйтэй. В.Путин нь Монголын Францтай хамтарсан ураны төслийг зогсоох зорилгоор ирж байна” гэх шүүмжлэл олон нийтийн сүлжээнд хөвөрч буй.

Тэгвэл Засгийн газар өнгөрсөн сарын 28-ны өдрийн хуралдаанаараа  “Дулааны гуравдугаар цахилгаан станцын өргөтгөл, шинэчлэлийн төслийн үндсэн зураг, төсөл боловсруулах тухай” хэлэлцээрийн төслийг хэлэлцэж дэмжээд улмаар холбогдох байнгын хороотой зөвшилцөхөөр УИХ-д өргөн барьж, байнгын хороодын дарга нар руу бичиг цохжээ. В.Путины айлчлалын үеэр тохирч, гарын үсэг зурах учраас Засгийн газраас цаг хугацааны хувьд ийнхүү тулгаж УИХ-д өргөн барьсан байж магадгүй байна.
